2025 Brings Changes to Township Trash/Recycling Service and Rates

CHANGES TO TOWNSHIP TRASH/RECYCLING PROGRAM FOR 2025

The Township recently bid the collection part of the trash/recycling program. This bidding process has resulted in changes to the contracted hauler and the cost to residents receiving Township trash/recycling service.

Casella Mid-Atlantic, LLC was awarded the contract as the lowest bidder for the service.  Casella will begin its collection of trash/recycling materials at the end of this year.

With the change in contracted hauler, there will be a slight change in the pickup schedule starting December 30, 2024.

  • Those customers that currently have pickups completed on Wednesday (east of Colebrook Road) will now be served on Mondays.
  • Those currently with Tuesday pickups (west of Colebrook Road) will remain unchanged.

REMINDER: All refuse/recycling must be placed curbside the night prior to the scheduled pickup.

As predicted by the trend across Lancaster County, the bids from companies seeking the contract for collection increased significantly.  The low bid submitted by Casella is almost an 80% increase from the previous contract awarded in 2020.  As a result of this increase, along with an increase in waste tipping fees paid to the Lancaster County Solid Waste Management Authority, there will be an increase in the fee charged to residents beginning in 2025.

At the November 7, 2024 meeting of the Board of Supervisors, the Board approved a trash/recycling program annual rate of $330.00 (an increase of $70.00 from the 2024 rate).

The proposed increase in rates does not generate the revenue to completely cover the total budget for the trash and recycling program, which is just under $850,000. The Township will rely on the use of Trash and Recycling Fund reserves, and potentially future increases in rates, to spread the impact of the significant rise in costs over the life of the new contract.

We understand the impact this increase may have on residents and will continue to attempt to keep customer rates as low as possible while not depleting reserve funds.

Residents are reminded that all refuse and recycling rules, regulations and special pick-up services remain the same.

Proposed 2025 Budget Introduced for Public Review

At the regular meeting of the Township Board of Supervisors held on Thursday, November 7, 2024, the Board introduced the proposed 2025 General Fund Budget for public review. In addition, budgets for the Township’s Highway Aid Fund and the Trash and Recycling Fund were presented.

The Board of Supervisors anticipate action on the proposed 2025 Budget at the December 5, 2024 meeting of the Board.
